This is independent with PowerChute software either installed or not.
It is more a matter of personal preference but it is important to understand if you use APC's program (PowerChute), you can configure the UPS to automatically and gracefully shut down your computer BEFORE the batteries fully discharge. To me, that is a HUGE benefit over the Window's app.
